Something about Bill Barr

William Pelham Barr was born on May 23, 1950, in New York City. He earned his bachelor’s degree in government from Columbia University in 1971 and his master’s degree in government and Chinese studies from Columbia University in 1973.

His father, Donald Barr, was headmaster of the prestigious Dalton School in Manhattan, his mother a housewife. He is the second of four sons. He is married to the former Christine Moynihan, a librarian. Her relationship to the late senator from New York, Daniel Patrick Moynihan, is unknown.

The Barrs have three daughters, Mary, Patricia and Meg, the eldest Mary Daly, age 41, previously worked for the Department of Justice where she was a former federal prosecutor. She left her job the day before they swore her father into office. Her husband, Michael Daly, also an attorney, still works in the National Security Division of the Justice Department.

Barr and Robert Mueller are long-time personal friends.   The Barrs live in his native Manhattan are worth about at least 24 million dollars based on his SEC filings when he took his current government post.

Barr credentials

Barr worked at the Central Intelligence Agency (CIA, when the head was George H. Bush, and while working for the CIA, Barr earned his law degree from George Washington University in 1977. He clerked for a judge on the United States Court of Appeals for the District of Columbia Circuit.

In 1978, he joined the Washington, D.C. office of the law firm of Shaw, Pittman, Potts & Trowbridge as an associate. From 1982 to 1983 he worked in the Reagan White House, and then returned to Shaw, Pittman, Potts & Trowbridge becoming a partner in 1985.

In 1989, Barr served as the Justice Department’s Office of Legal Counsel as an assistant attorney general. In April 1989, he became the deputy attorney general for the Justice Department. From 1991 to 1993 under President George H.W. Bush, he served as AG, and Barr has returned to his old post as the 85th Attorney General of the United States. His duties include

  • Representing “the United States in legal matters”;
  • Supervising and directing “the administration and operation of the offices, boards, divisions, and bureaus that comprise the Department”
  • Furnishing “advice and opinions, formal and informal, on legal matters to the President and the Cabinet and to the heads of the executive departments and agencies of the government, as provided by law”;
  • Making recommendations to the President concerning appointments to federal judicial positions and also positions within the Department, including U.S. Attorneys and U.S. Marshals”;
  • Representing or supervising the “official representation of the United States Government in the Supreme Court of the United States and all other courts, foreign and domestic, in which the United States is a party or has an interest as may be deemed appropriate”; and
  • Performing or supervising “the performance of other duties required by statute or Executive Order,” according to the U.S. Department of Justice.

Barr Chart

While Barr has several oppositions in his chart, he is not the universalist Splash temperament type as they do not fall into a grand square pattern. instead, he is a bucket with a Jupiter handle in the fifth house, but more importantly on the cusp of the sixth where it is in detriment because Jupiter is exalted in the twelfth. This makes him honest, and revere orderliness.

A natural Republican, Mr. Barr sees life and politics as something that must be well managed, for Jupiter rules the Republican Party, making his politics more in line with Presidents Bush than with the current office holder, Donald Trump. This is because he does not identify with the hoi polloi (the masses) something that makes sense considering his pedigreed training and upper East side Manhattan environment, but which puts him in direct confrontation with Donald Trump, a populist. This shows up with his Moon, distrust, conjunct the President’s Ascendant.

His Ascendant is 07 Libra 01, or “rebus in an unknown tongue.” Rebus is Latin for things. This symbol highlights Barr’s thinking that original conditions are unknown and must be tempered by experience and thorough questioning, and not on faith alone. This line of thought of course, does not make him an Originalist like Anton Scalia and Clarence Thomas.

Barr’s Line of motivation, 1 The aspect between Jupiter and Saturn is in opposition, making him restless with bureaucracy, highlighted by his confrontations with Congress. He prefers to handle things based on his own good judgement, like an old time Western sheriff, than by committee. He thinks of himself as a strong individual relying on his personal knowledge and experience. This opposition also highlights the central difference between the Saturn (Democrat) and Jupiter (Republican) parties. 2 This was best stated by the eloquent Senator Moynihan, “The central republican truth is culture, not politics, determines the success of a society. The central liberal truth is politics can change a culture.

His Line of Vitality is sextile 3 The aspect between the two luminaries, the Sun and Moon. with a Sun in Libra and Moon in Leo, giving him good health and a desire for a well ordered household and fine surroundings.

His Line of Efficiency 4 The aspect between Mars and Venus is inconjunct, rather obvious from his appointment of John Durham to handle the Ukrainegate Scandal — neither man is in much of rush to get to a conclusion, preferring instead to allow events unfold than take their lead. This aspect like the one below, is another place where his attitude towards justice is far different than Trump’s.

His Line of Culture 5 The aspect between two generational planets — Uranus and Neptune is square, so he is rather out of tune with contemporary events, but then he is a competitive old-fashioned bagpiper, so again that is fitting. With Uranus in Cancer in the ninth house, he is a down-to-earth man who relies heavily on his feelings and comfort level while Neptune in Libra in the first shows how he feels his job to protect and preserve the wisdom of the past against intrusions.

This attitude makes precedent is important to him but as the aspect is square, also puts him into conflict when he finds precedent is wrong. Since the aspect is applying, how the AG will react, depends upon the progression or transit, more than his own inclinations. I see this discrepancy between him and the President having the greatest fallout.

His north node is in the Sixth house in Aries that according to Georges Muchery in his “Astrological Tarot” “gives  the native daring. Fortune tends to favour him as rashness here is profitable. It is also lucky for love.”
